The Climate Crisis and Disaster Response CIvil Committee (Committee) jointly held a discussion session with the office of People Power Party lawmaker Kim Hak-yong and the Korea Safety Policy Association on the 6th under the theme of ‘Direction and tasks of the Yoon Seok-yeol government’s disaster and safety policy.’

In his opening speech, Rep. Kim pointed out the “insensitivity to safety” and “absence of a disaster prevention system” that are widespread throughout society and emphasized, “Now is the time to change our perception of disaster safety.” At the same time, he added, “Safety is not something that citizens receive consideration from the state, but a right that must be actively requested and guaranteed by the state. It is only natural that the state must take responsibility for protecting the safety of its citizens.”


In his congratulatory address, Lee Gap-san, chairman of the Pan-Civil Society Organizations Association, emphasized the importance of the role of civil society organizations in disaster response. Lee Yong-rae, a member of the People Power Life Safety Support Special Committee, made suggestions on building a safe society, and Park Hyun-seok, president of the Korea Fire Equipment Association, emphasized improving systems for fire prevention and establishing a safety culture.


Chairman Seok Jae-wang, who presented ‘Evaluation and Tasks of Disaster and Safety Policy of the Yoon Seok-yeol Government’, evaluated the current government’s disaster and safety policy based on changes in the climate and social environment, characteristics of modern disasters, and Koreans’ risk perception.

Chairman Seok emphasized, “We must promote a reorganization of the overall disaster and safety management through a major change in the safety paradigm regarding the perspectives, methods, and actions (practices) of national disaster and safety management.

He emphasized the need for a ‘great change in perspective’, ‘transition to regular disaster management including prediction and recovery’ and ‘reorganization of systems and systems so that they work in the field rather than introducing new systems.’

As a ‘major change in method’, the importance of ‘disaster safety management based on digital platforms and science and technology’ and ‘disaster safety management in which all members of society participate, from government (supplier) centered to consumer and field centered’ was emphasized.

As a ‘great change in behavior’, he emphasized ‘spreading a safety culture that all citizens practice and act on in their daily lives.’

Chairman Seok said, “In conclusion, the main characteristics of the Yoon Seok-yeol government’s disaster and safety policy are evaluation of life-centeredness, collaboration, technological innovation, and strengthening field-oriented capabilities.” He added, “If future risk communication and disaster conflict management policies are effectively implemented, disaster-resistant policies will be developed.” “It appears that Korea will become a safer society,” he claimed.
